The department will finalize the transition effective Oct. 1, Assistant Secretary Lawrence Strickling wrote on Tuesday, barring what he called “any significant impediment.”
The move means the Internet Assigned Numbers Authority, which is responsible for interpreting numerical addresses on the Web to a readable language, will move from U.S. control to the Internet Corporation for Assigned Names and Numbers, a multistakeholder body based in Los Angeles that includes countries such as China and Russia.
“The proposal will significantly increase the power of foreign governments over the Internet, expand ICANN’s historical core mission by creating a gateway to content regulation, and embolden [its] leadership to act without any real accountability,” Texas Sen. Ted Cruz wrote in a letter sent to the Department of Commerce and signed by two fellow Republicans, Sen. James Lankford of Oklahoma and Sen. Mike Lee of Utah.
What is the perceived benefit from such a move?
They never worry about cost. They always want control.

You can completely avoid ICANN by entering the IP address directly into your browser. This is how the criminal elements operate.
But at the same time by controlling how a website’s name resolves into an IP address you can cause pure havoc on the average Internet user if you want to censor that site.
Congress can shut this down if they want to, Obama has no legal right on his own to implement this plan. But of course he well and nobody will do nothing.
I just wonder how many more parting gifts he has for us.

Woe to people who don’t, yet, realize that Obama is the biggest traitor in our nation’s history. He’s giving away the store and the political stooges are doing nothing about it nor anything else he’s bolluxed. Hillary would one-up Obama and give away our contiguity with the oceans. The Communications Ministry has prepared a bill that formally defines critical digital infrastructure and allows only Russian companies to own the hardware and databases that control the .ru and .рф domains of the internet, mass media report.
Russian business newspaper Vedomosti reported on Friday that the Communications Ministry was proposing to change the Russian Law on Communications, with a separate article detailing the measures aimed at regulating the internet in the .ru domain and in the Cyrillic .рф domain.
Such measures would include defining critical internet structures consisting of the national domain zone as well as the infrastructure required for its operation, and the state system that would back up the information about internet exchange points, IP addresses and autonomous networks.
