Almost predictably, the conference will miss a very important, very effective, and relatively simple form of immoral mind control: telepathic torture, aka spiritual or telekinetic torture. http://www.stopeg.com/ lists many conditions that may be explained by some distorted information in the brain, typically a sensation of discomfort that is not rationally justified. * programmability: sorcerers can assign a quota of malevolent souls to automatically fire under specific conditions (“immediately torment anyone who formulates the thought of agreeing with the content of web page YXZ.com”);
* institutionalized ignorance of elementary spirituality: the remedy to a spiritual attack is very simple: train one’s third eye on a capable healer (like me); yet extremely few people know this;
* denial by watchdogs: the conference exemplifies this trend to beat around the proverbial bush, as it covers it under the magic word of “electronics.”
Remote spiritual harassment has been used to intimidate, punish and murder whistleblowers, dissidents, bothersome witnesses, important opinion-makers, as well as to keep “friends” in line. As mentioned above, it can be made to automatically fire whenever they formulate a forbidden thought, automatically and immediately, and to hurt them very painfully.
On the plus side, once these malevolent programs are understood, they may be advantageously converted to spreading spiritual benevolence, with a significant positive impact on humanity and the planet. But this is another story.

The info in the link is misleading what regards technology. They speak of various modulation techniques but fail to explain that there has to be an rf-interface mounted inside the TI. And in many cases with direct neural connections. During Reagans time as gov of California he approved a program where former prisoners were tracked monitored and even electronically corrected via remote control. There was a distributed network of radiolinks in some city areas for that purpose.
This was around 1973. Presumably potential aggression was monitored and the correction would be to stimulate some brain centre. That would require only a small number of electrodes similar to what Delgado demonstrated on his consenting patients.There are dozens of purported ‘experts’ who erroneously believe that connection to and fro peoples minds is done without any such interface. There is no way you can reiably single out the TI or achieve practically useful sound quality.
And it is entirely impossible to tap a mind in this manner.
Uri Gellers handler Puharich held patents for tiny implantable /insertable transponders and hearing aids. Puharich said there was an alien civilisation communicating with peoples minds but Geller eventually distanced himself from him. According to Gellers webpage a doctor investigated his teeth and proved there was nothing suspicious. The reason was Puharich held a patent for a tooth transponder. It needed a nearby radio link close to the body to have useful range.
This tooth gadget was said to transmit sound via the dental nerves. I dont think that was true. But perhaps sound could be conducted directly through the bone structure. In any case an electronic tooth implant would seem better fit for hiding a microphone rather than for listening.
It is highly likely Geller used some kind of hearing aid. His pictures were as you might expect when guided by sound alone.

In principle, I agree that this type of weaponry exists. However, I do find it odd that the apparatus’s have never been discovered in operation.
The picture over the quotation from Delgado about man not having the right to develop his own mind, mustnt be taken too seriously. The military has microwave radarlike parabolic antennas for the purpose of causing pain superficially. One early swedish TI Robert Näslund claimed there was such a parabolic source in an appartment opposite to where he was and that the person there behaved in a suspicious manner and quickly removed it but like you indicate this is rare and they follow a suitable protocol to minimize risk.
Moreover antennas for connecting to a TI might be like a flat textile hidden inside a costume or inside carwalls or even doors. They may be inside flat objects hanging on the walls in appartments.
